Knowing a site is underused doesn't fill it.

Generic marketing platforms don't know what a charge point is. They can't target drivers by charging behavior, can't measure whether a campaign produced sessions or just impressions, and can't tell you which channel actually moved anything.
So most operators run campaigns by hand, guess at the split, and report on clicks because sessions are hard to attribute.

Driver profiles built from how they actually charge

Profiles come out of your own session data — commuters, corridor drivers, public-dependent drivers with no home charger, price-driven switchers, lapsed drivers, one-time visitors who never came back.
Each profile shows its size, its trend, which of your chargers it appears at, and which lever has worked on it before. Pick one and the campaign builder loads pre-targeted.
Operators see aggregates only. No individual driver records, and segments below 50 drivers aren't shown at all.

Set the rules once, let them run

If cost per session goes above your threshold for three days, pause the channel and tell someone.
If a site is over-pacing with two weeks left, slow it down. If predicted demand at one site exceeds capacity while a nearby one sits idle, suggest a shift.
Every automated action is logged with what triggered it, and every one can be undone.

Cost per session, not cost per click

Campaigns report against sessions at your chargers. A share of every audience is held back as a control group by default, so what's reported is lift over doing nothing rather than a number that would have happened anyway.
Offline is measured too, and measured honestly — unique codes per placement, geo holdouts, pre/post comparison against your own control sites, and supplier reach clearly labelled as declared rather than verified.
